ދޫނިރާއްޖޭގެ ސަރުކާރުން ރައްޔިތުންނަށް ފޯރުކޮށްދޭ ޞިއްޙީ ޚިދުމަތުގެ ފެންވަރު އެއް ދުވަހުން އަނެއް ދުވަހަށް ދަނީ ދަށަށެވެ. އެހެންކަމުން މި ރިޕޯޓަކީ، ސަރުކާރުން ޞިއްޙީ ޚިދުމަތް ފޯރުކޮށްދޭ ތަންތަނުގެ ފެންވަރު ދަށަށް ދިޔުމަށް މެދުވެރިވާ ސަބަބުތަކާއި އެކަންކަން ޙައްލުކުރުމަށް އެޅެން ހުރި ފިޔަވަޅުތައް ބަޔާންކުރުމުގެ ގޮތުން ލިޔެފައިވާ ރިޕޯޓެކެވެ. މި ރިޕޯޓުގައި އަލިއަޅުވާލައިފައި ވާނީ، ސަރުކާރުން ފޯރުކޮށްދޭ ޞިއްޙީ ޚިދުމަތުގެ ފެންވަރު ދަށަށް ދިޔުމަށް މެދުވެރިވާ ސަބަބުތައްކަމަށްވާ، ފަންނީ މީހުންގެ މުސާރަ ކުޑަވުމާއި ޞިއްޙީ ފަރުވާދޭ ތަންތަނުގައި އެކަށީގެންވާ ވަޞީލަތްތައް މަދުވެ، ޖާގައިގެ ދަތިކަން އިތުރުވުމާއި ހިންގުންތެރިކަން ދޯދިޔާވުމުގެ އިތުރުން ކޮރަޕްޝަން އިތުރުވުމުގެ މައްޗަށެވެ. މި ރިޕޯޓު އެކުލަވާލައިފައި މިވަނީ، ރާއްޖޭގެ އެކި ކަންކޮޅުތަކުގައި ހުރި ހަސްފަތާލުތަކަށް ޒިޔާރަތްކޮށް، އެ ތަންތަނުގެ މުވައްޒަފުންނާއި އާންމު ފަރާތްތަކާ ބައްދަލުކޮށް ކުރި އިންޓަވިއުތަކާއި ސާވޭތަކުގެ އިތުރުން އެތަންތަނުގެ ޑޮކުއުމެންޓުތަކާއި އޮބްޒަވޭޝަންތަކުން ލިބުނު މަޢުލޫމާތުގެ އަލީގައި، މިނިސްޓްރީ އޮފް ހެލްތުގެ ޕާމަނަންޓް ސެކްރެޓަރީ ފާތުމަތު އިފާޒާއެވެ.
އެކަށީގެންވާ ވަޞީލަތްތައް މަދުވުން
ޞިއްޙީ ފަރުވާދޭ ތަންތަނުގައި އެކަށީގެންވާ ފަދަ ވަޞީލަތްތައް ނެތުމަކީ، ދޫނިރާއްޖޭގެ ރައްޔިތުންނަށް ސަރުކާރުން ފޯރުކޮށްދޭ ޞިއްޙީ ޚިދުމަތުގެ ފެންވަރު ދަށަށް ދިޔުމަށް މެދުވެރިވެފައިވާ ސަބަބެކެވެ. އެކި ރަށްރަށުގައި ސަރުކާރުން ހިންގާ 10 ހަސްފަތާލަކަށް ޒިޔާރަތްކޮށް، ބެލިބެލުމުން އެނގުނީ، އެ ތަންތަނުގައި ޒަމާނީ ވަޞީލަތްތައް ވަރަށް މަދުކަމެވެ. އެހެންކަމުން އެ 10 ހަސްފަތާލުގެ ލެބޯޓަރީގައި މަސައްކަތްކުރާ 80 މުވައްޒަފުން ހިމަނައިގެން ހެދި ސާވޭއަކުން ދެއްކި ގޮތުގައި، އެތަންތަނުގައި ޒަމާނީ އާލާތްތައް ނެތުމުން، ގިނަ ޓެސްޓުތަކެއް ނުހެދެއެވެ. އަދި ހެދޭ ޓެސްޓުތަކުގެ ނަތީޖާ ލިބެން އެތައް ދުވަހެއް ނަގައެވެ. އޭގެ ސަބަބުން ބަލި މީހުންނަށް ފަރުވާކުރުމުގައި ގިނަގުނަ ދަތިތަކަކާ ކުރިމަތިވެއެވެ. މި ހަސްފަތާލުތަކުގައި މަސައްކަތްކުރާ 40 ޑޮކްޓަރުންނާ ސުވާލުކުރުމުން %95 ޑޮކްޓަރުން އެއްބަސްވާގޮތުގައި ލެބޯޓްރީއާއި ފަޅާކޮޓަރިއާއި އައިސީޔޫއާއި ވޯޑު ފަދަ ތަންތަނުގައި ޒަމާނީ ވަޞީލަތްތައް ނެތުމުން، ބަލިމީހުންނަށް އެންމެ އެދެވޭ ގޮތުގައި ޚިދުމަތް ފޯރުކޮށެއް ނުދެވެއެވެ. އެކަމުގެ ސަބަބުން ޢާންމު ފަރާތްތަކުގެ ޝަކުވާތައް ވަރަށް ގިނައެވެ. މި ހަސްފަތާލުތަކުގެ ރެކޯޑުތަކުން ދައްކާގޮތުގައި، ވޭތުވެދިޔަ 2 އަހަރުގެ ތެރޭގައި ސިއްޙީ ފަރުވާ ހޯދަން މި ހަސްފަތާލުތަކަށް އައި މީހުންގެ ތެރެއިން އެވަރެޖުކޮށް ދުވާލެއްގެ މައްޗަށް 7 މީހުން މި ތަންތަން ދޫކޮށްލުމަށްފަހު، އަމިއްލަ ހަސްފަތާލުތަކަށާއި ކުލިނިކުތަކަށް ފަރުވާ ހޯދަންދެއެވެ.
ޖާގައިގެ ދަތިކަން ކުރިމަތިވުން
ސަރުކާރު ހަސްފަތާލުތަކުގެ ޚިދުމަތުގެ ފެންވަރު ދަށަށް ދިޔުމަށް މެދުވެރިވާ ސަބަބުތަކުގެ ތެރޭގައި އެ ތަންތަނުގެ ޖާގަ ކުޑަވުމަކީ ވެސް ފާހަގަކޮށްލެވޭ ކަމެއްކަން ކުރި ދިރާސާތަކުން ވަނީ އެނގިފައެވެ. ރާއްޖޭގެ ވެރިރަށް ފިޔަވައި، ތަފާތު ކަންކޮޅުތަކުގައި ސަރުކާރުން ހިންގާ 10 ހަސްފަތާލުގެ ރެކޯޑުތަކުން ދައްކާގޮތުގައި، އެ ތަންތަނުގައި ޑޮކްޓަރުން ބައްލަވާ ކޮޓަރީގެ ޢަދަދު ހުރީ 5 އާއި 7 އާ ދެމެދުގައެވެ. ވޯޑުތަކުގައި ހުރި އެނދުތަކުގެ އަދަދު ހުރީ 10 އާއި 15 އާ ދެމެދުގަވެ. އައި ސީ ޔޫ ގައި ހުރި އެނދަށް ބަލާއިރު، އެންމެ ގިނައިން ހުރި ހަސްފަތާލުގައި ހުރީ 3 އެނދެވެ. ވެރިރަށުގައި ސަރުކާރުން ހިންގާ “އެލްއެލް ހޮސްޕިޓަލު”ގެ ރެކޯޑުތަކުން ދައްކާގޮތުގައި، އެތަނުގައި ހުރި މި ވަޞީލަތްތައް އެހެން ރަށްރަށާ އަޅައިބަލާއިރު %70 އިތުރެވެ. މި ހަސްފަތާލުތަކުގެ މެނޭޖަރުންނާ ސުވާލުކުރުމުން އެ ބޭފުޅުން ވިދާޅުވީ، ފަރުވާ ހޯދަން އަންނަ ބަލިމީހުންނާ އަޅައިބަލާއިރު، ހަސްފަތާލުތަކުގެ ޖާގަ ކުޑަކަމަށެވެ. އެހެންކަމުން ޑޮކްޓަރަށް ދައްކާ ފަރާތްތަކަށާއި އެޑުމިޓްކުރާ ބަލިމީހުންނަށް އެންމެ އެދެވޭ ޚިދުމަތެއް ފޯރުކޮށެއް ނުދެވެއެވެ. މިކަމާ ގުޅޭގޮތުން ވެރިރަށުގައި ދިރިއުޅޭ ޢާންމު ރައްޔިތުންގެ ތެރެއިން 30 މީހުންނާ ސުވާލުކުރުމުން %90 މީހުން ބުނި ގޮތުގައި އެލްއެލްއެޗުން ޚާއްޞަ ޑޮކްޓަރެއްގެ ނަންބަރު ނުލިބިގެން މަހެއްހައި ދުވަހު ވެސް އުޅެން ޖެހިދާނެއެވެ. ސްކޭންކުރުމާއި އެމް.އާރު.އައި ފަދަ ޚިދުމަތެއް ހޯދަން ޖެހިއްޖެ ނަމަ، ހޭދަވާ މުއްދަތު މިއަށްވުރެ ވެސް ދިގުލައިގެންދެއެވެ.
ފަންނީ މީހުންގެ މުސާރަ ކުޑަވުން
ސަރުކާރުން ހިންގާ ހަސްފަތާލުތަކުގައި މަސައްކަތްކުރާ ފަންނީ މުވައްޒަފުންގެ މުސާރަ ކުޑަވުމުގެ ސަބަބުން އެ ތަންތަނުން ފޯރުކޮށްދޭ ސިއްޙީ ޚިދުމަތުގެ ފެންވަރު ދަށަށްދާކަން ކުރެވުނު ދިރާސާއިން ވަނީ ހާމަވެފައެވެ. ހެލްތުމިނިސްޓްރީގެ އެންމެ ފަހުގެ ރެކޯޑުތަކުން ދައްކާގޮތުގައި ސަރުކާރު ހަސްފަތާލުތަކުގެ ފަންނީ މުވައްޒަފުންގެ މުސާރަ އުޅެނީ 12000 ރުފިޔާއާއި 15000 ރުފިޔާއާ ދެމެދުގައެވެ. ސަރުކާރު 10 ހަސްފަތާލުގެ މެނޭޖަރުންނާ ސުވާލުކުރުމުން، އެ ބޭފުޅުން އިއްތިފާޤުވިގޮތުގައި، މުސާރަ ކުޑަވުމުގެ ސަބަބުން އެ ތަންތަނުގައި މަސައްކަތްކުރި ފެންވަރު ރަނގަޅު ގިނަ ޑޮކްޓަރުން ބޮޑު މުސާރައިގެ ވަޒީފާ ހޯދައިގެން އެހެން ޤައުމުތަކަށް ވަނީ ބަދަލުވެފައެވެ. މިއަދު މި މުސާރައަށް މަސައްކަތްކުރާނެ ފެންވަރު ރަނގަޅު ޑޮކްޓަރުން ހޯދުން ވަނީ ވަރަށް ދަތިކަމަކަށެވެ. އެހެންކަމުން މިހާރު މަސައްކަތްކުރާ ގިނަ ފަންނީ މުވައްޒަފުންނަކީ ކަމަށް އެންމެ ޤާބިލު ފަރާތްތައްކަމަށް ޤަބޫލުކުރަން ދަތިކަމަށް އެބޭފުޅުން ވިދާޅުވިއެވެ. ރާއްޖޭގެ އެކި ކަންކޮޅުތަކުން 150 މީހުން ހިމަނައިގެން ކުރި ސާވޭއަކުން ދެއްކި ގޮތުގައި، ސަރުކާރުން ހިންގާ ހަސްފަތާލުތަކުގައި މަސައްކަތްކުރައްވާ ޑޮކްޓަރުންގެ ފެންވަރު ދަށްވުމުގެ ސަބަބުން އެ ބޭފުޅުންގެ ޚިދުމަތްތަކަށް %80 މީހުން އިތުބާރެއް ނުކުރެއެވެ.
ހިންގުންތެރިކަން ދޯދިޔާވުން
ދޫނިރާއްޖޭގެ ސަރުކާރުން ރައްޔިތުންނަށް ފޯރުކޮށްދޭ ޞިއްޙީ ޚިދުމަތުގެ ފެންވަރު އެއް ދުވަހުން އަނެއް ދުވަހަށް ދަށަށް ދިޔުމުގައި، ތަނުގެ ހިންގުންތެރީންގެ ދޯދިޔާކަން ވަނީ ފާހަގަކުރެވިފައެވެ. ސަރުކާރުގެ 10 ހަސްފަތާލެއްގެ އެކި މަޤާމުތަކުގައި މަސައްކަތްކުރާ މުވައްޒަފުންގެ ތެރެއިން 100 މުވައްޒަފުން ހިމަނައިގެން ހެދި ސާވޭއަކުން ދެއްކި ގޮތުގައި، 8 ހަސްފަތާލުގެ ވެރީންގެ ކިބައިގައި ތަން ހިންގުމުގެ ޤާބިލުކަމެއް ނެތެވެ. ރައްޔިތުންނަށް ލުއިފަސޭހަވާނޭ ގޮތަށް ކަންކަން ރާވައި ހިންގާކަށް ނޭނގެއެވެ. ސަރުކާރުން ހިންގާ 10 ހަސްފަތާލަކުން ޚިދުމަތް ހޯދި އާންމު ރައްޔިތުންގެ ތެރެއިން 70 މީހުން ހިމަނައިގެން ހެދި ސާވޭއަކުން ދެއްކިގޮތުގައި، ޑޮކްޓަރަށް ދައްކަން ޖެހިއްޖެ ނަމަ، %35 މީހުން ފުރަތަމަ އިސްކަންދެނީ، އަމިއްލަ ހަސްފަތާލަކަށް ނުވަތަ ކުލިނިކަކަށް ދެއްކުމަށެވެ. އަދި %56 މީހުން ބުނިގޮތުގައި ޚިދުމަތެއް ހޯދަން ސަރުކާރު ހަސްފަތާލަކަށް ހިނގައްޖެ ނަމަ، އެ ދުވަހެއްގެ ހަތަރުދަމު ކަހަލަ ގޮތަކަށް އުޅެން ޖެހެނީ އެތަނުގައެވެ. ސަބަބެއްކަމަށް ބުނަނީ، އެތަންތަނުގެ ކަންކަން ރޭވިފައި ހުންނަ އުޞޫލުގެ ސަބަބުން ޚިދުމަތް ހޯދަން އުނދަގޫވުމެވެ. ސަރުކާރުން ހިންގާ 10 ހަސްފަތާލެއްގައި އެޑުމިޓްކޮށްފައިވާ ބަލިމީހުންގެ އެހީތެރިންގެ ތެރެއިން 32 މީހުންނާ ސުވާލުކުރުމުން 22 މީހުން ބުނެފައިވަނީ، އެތަންތަނުގެ ކަންކަން ރޭވި، ހަމަޖެހިފައި ހުންނަ ގޮތުން ކަންކަން ރަނގަޅަށް އޮޅުން ނުފިލައިގެން ތަފާތު ދަތިތަކާ ކުރިމަތިލާން ޖެހޭކަމަށެވެ. ފަސޭހައިން ކުރެވެން ހުންނަ ކަންކަމަށް ވެސް ބޮޑެތި ތަކުލީފުތައް އުފުލަންޖެހޭ ކަމަށެވެ.
ކޮރަޕްޝަން އިތުރުވުން
ކޮރަޕްޝަން އިތުރުވުމަކީ ވެސް ޞިއްޙީ ޚިދުމަތުގެ ފެންވަރު ދަށަށް ދިޔުމަށް މެދުވެރިވެފައިވާ ސަބަބެއްކަން ކުރި ދިރާސާއިން ވަނީ ހާމަވެފައެވެ. ދޫނިރާއްޖޭގައި ސަރުކާރުން ހިންގާ 10 ހަސްފަތާލުގެ ވޭތުވެދިޔަ 5 އަހަރުގެ ރެކޯޑުތަކަށް ބަލާއިރު، އެ މުއްދަތުގެ ތެރޭގައި، އެ ތަންތަނުން ބޮޑެތި މަޝްރޫޢުތަކުގެ ގޮތުގައި 18 މަޝްރޫޢެއް ހިންގާފައިވެއެވެ. މީގެތެރެއިން %83.3 މަޝްރޫޢު ހިންގާފައި ވަނީ، މަޤާމުގެ ނުފޫޒު ބޭނުންކޮށްގެން ކޮރަޕްޝަނަށް މަގުފަހިވާ ގޮތަށެވެ. އަދި އެ މުއްދަތުގައި މި ތަންތަނުގެ އެކިއެކި ވަޒީފާތަކަށް 309 މީހުން ނަގާފައިވާއިރު، އޭގެތެރެއިން %47 މީހުންނަކީ މަޤާމުގެ ޝަރުތު ހަމަނުވާ ފަރާތްތަކެވެ. މި މީހުން މަޤާމުތަކަށް ނަގާފައިވަނީ، ޝަރުޠު ހަމަވާ ފަރާތްތައް އެ މަޤާމުތަކަށް ކުރިމަތިލާފައި ވަނިކޮށެވެ. ސަރުކާރު 10 ހަސްފަތާލެއްގެ އެކި ސެކްޝަންތަކުގައި އިސްކޮށް މަސައްކަތްކުރައްވާ 30 ބޭފުޅަކާ ސުވާލުކުރުމުން އޭގެތެރެއިން 25 ބޭފުޅުން ވިދާޅުވެފައިވަނީ، މަސައްކަތަށް ކުފޫހަމަނުވާ މީހުން ލައްވާ މަސައްކަތްކުރުވަން ޖެހުމުގެ ސަބަބުން، ކުރަން ޖެހޭ މަސައްކަތްތަކުގެ ފެންވަރުދަށްވެ މަސައްކަތްތައް އިންތިހާއަށް ލަސްވެ، ޢާންމު ރައްޔިތުންނަށް އެންމެ އެދެވޭ ގޮތެއްގައި ޚިދުމަތް ފޯރުކޮށް ނުދެވޭކަމަށެވެ. މި ކަންކަމުގެ ޝަކުވާތައް ކެނޑިނޭޅި އެތަންތަނަށް ލިބެމުން އަންނަކަން އެ ފަރާތްތަކުން ފާހަގަކުރިއެވެ.
