އެއީ އެދުވަހުގެ މެންދުރުގެ ހޫނުގަދަ ވަގުތެވެ. ދަރިފުޅު ގޮވައިގެން މަންމަ ދިޔައީ ސްކޫލަށެވެ. ހުދު ޔުނީފޯމުގައި އެ ކުޑަމަންޖެ ހުރީ، ވަރަށް ރީތިކޮށް ފެންވަރުވާ ނަލަކޮށްލާފައިކަން ކިތަންމެ ރީއްޗަކަށް ވެސް އެނގެއެވެ. މަންމަ ދިޔައީ ދަރިފުޅުގެ އަތުގައި ހިފާލައިގެން ކިތަންމެހައި ވެސް ލޯބިންނެވެ. ދެވުނީ ތަންކޮޅަކަށެވެ. ދަރިފުޅުގެ އެ ރީތި ހުދު ޔުނީފޯމު މުޅީން ޚަރާބުވެއްޖެއެވެ. ވީ ގޮތް އެނގުނީ ދަރިފުޅުގެ ފައިދޮށަށް ބަލައިލުމުންނެވެ. ދަރިފުޅުގެ ފައިކަރީގައި އޮތް މައިލޯ ހުސްޕަކެޓް ފެނުމުންނެވެ.
އެ ކުޑަމަންޖެ ހިނގާފައި އައި އައުމުގައި ފައިދޮށަށް ބަލައިނުލައި އާދެވުމުގެ ސަބަބުން މީހަކު ބޮއިފައި މަގުމައްޗަށް އެއްލާލައިފައި އޮތް މައިލޯޕެކެޓެއްގެ މައްޗަށް އެރުނީއެވެ. އެއާއެކު އޭގެ އެތެރޭގައި ހުރި މައިލޯތައް، އެއަށް ޖަހާފައިހުރި ހޮޅީންގެ ތެރެއިން ދުނިޖެހީ އެ ކުއްޖާގެ ހުދު ޔުނިފޯމަށެވެ. ބޫޓާއި އިސްޓާކީނަށެވެ. ގަޑިޖެހޭކަށް މާ ގިނަ ވަގުތެއް ނެތެވެ. އެހެންނަމަވެސް މަންމައަށް ޖެހުނީ އަނބުރައިލާށެވެ. ދަރިފުޅު ގޮވައިން ގެއަށްދާށެވެ. އެދުވަހު އެމަންޖެއަށް ސްކޫލަށް އާދެވުނުކަމެއް ނާދެވުނުކަމެއް ނޭނގެއެވެ.
އެކުވެރިއަކު މި ވާހަކަ ކިޔައިދިނުމުން ހިތަށް އެރިއެވެ. މިއީ މިއަދު މާލޭގައި އާކަމެއް ނޫނެވެ. ބޮއިފައި މަގުމައްޗަށް އުކާފައި ހުންނަ މިފަދަ ޕެކެޓުތައް މައްޗަށް އެރިގެން، އެތައް ބަޔަކަށް “ލަނޑު” ލިބިފައި އެބަހުއްޓެވެ. ހިތާމައަކީ ލަނޑު ލިބޭމީހާ ވެސް މިކަމަށް ނުވިސްނާ ކަމެވެ. ޕެކެޓް ނުވަތަ ދަޅު ފަދަ އެއްޗެހި ބޮއިލުމަށްފަހު، އެ ހުރި ތަނަކުން މަގުމައްޗަށް އެއްލައިލާން ވީއެވެ. ނޫނީ މަގުގެ އެއްފަރާތެއްގައި ބަހައްޓާން ވީއެވެ. ކައިރީގައި ހުރި ސައިކަލުގެ ވަށިގަނޑަށް ވައްޓައިލުމަކީ ވެސް އާންމު ކަމެކެވެ. މިހިރީ ހައްތާވެސް ހެދޭ ގޯހެވެ. މަގުގެ އެއްފަރާތުގައި ބެހެއްޓި ދަޅު، ނުވަތަ ބޭއްވި ޕެކެޓް، އިރުކޮޅަކުން އޮންނާނީ މަގުމަތީގައެވެ. ހިނގާ ބިނގާވެ އުޅޭ މީހުންގެ ފައިދަށުވެފައެވެ. ސައިކަލުގެ ވަށިގަނޑުގައި އޮންނަ ފުޅި ނުވަތަ ޕެކެޓް، ސައިކަލަށް އަރާ މީހާ ވައްޓައިލާނީ މަގުމައްޗަށެވެ. އެ ވެސް ފައިދަށުވީއެވެ.
“ކުނި މެނޭޖްކުރުމާ ބެހޭ ގަވާއިދު” ގެ ނަމުގައި ގަވާޢިދެއް ގެޒެޓްކޮށް، އެގަވާއިދަށް އަންނަނީ އަމަލުކުރަމުންނެވެ. އެޤަވާއިދުގައި ބުނާގޮތުން ކުނިގޮނޑު އަދި ޑަސްބިން ފަދަ ތަންތަން ފިޔަވާ އެހެނިހެން ތަންތަނަށް ކުނި އެޅުމަކީ މަނާކަމެކެވެ. މިއާ ޚިލާފަށް ކުނިއަޅާ ފަރާތްތައް 100 ރުފިޔާއިން ޖޫރިމަނާ ކުރެވެއެވެ.
ސުވާލަކީ މިޤަވާއިދު މިގޮތަށް ހަމަޖެއްސުމުން، ކުނިއަޅާ މީހުންގެ އެ އަމަލަށް ބަދަލެއް އަތުވެއްޖެ ބާވައެވެ؟ މަގުތަކުން ފެންނަ ކުނީގެ މިންވަރު މަދުވެއްޖެ ބާވައެވެ؟ ކުނި ކަރުދާސްތަކާއި، ހުސްކޮށްފައި ހުންނަ ސިގިރެޓްފޮށްޓާއި، ފިލިޓަރާއި، ސްޕާރީކަރުދާހާއި، ހުސްފުޅިއާއި، ދަޅުފަދަ ތަކެއްޗާއި، މިހެން ގޮސް ކިޔާނެ ކަމެއް ނެތެވެ. އެތައް އެއްޗެއް މަގުތަކުގައި ހުންނަނީ ގިނަވެފައެވެ.
އެބަޔެއްގެ ރަށާއި ގައުމު ރީތިކޮށް ބާއްވަން މަސައްކަތް ކުރާނީ އެބަޔަކު އަމިއްލައަށެވެ. ސަރުކާރުން ޤަވާއިދެއް ހަދަން ޖެހެނީ، އެބަޔަކުގެ އަމަލުތައް ހުންނަގޮތެއްގެ ސަބަބުންނެވެ. ކަންކަން ގޯހުންގޯހަށް ދާން ފެށުމުންނެވެ. ކުނީގެ މައްސަލައަށް ވެސް ޤަވާއިދެއް ހަދައި، އެޤަވާއިދު ހަރުކަށި ކުރާން ޖެހިފައިވަނީ، މިދެންނެވިހެން ވެގެންނެވެ. އަތުޖެހުނު އެއްޗެއް، ޖެހުނުތަނަކަށް އުކާން ފެށުމުންނެވެ. މަގުތައް “ގޮނޑަކަށް” ވެދާނޭކަމުގެ ބިރު ހީވުމުންނެވެ. އެހެންނަމަވެސް، އަދިވެސް މިކަމަކަށް އެކަށީގެންވާ ޙައްލެއް އަންނަކަމަކަށް ނުފެނެއެވެ. މައްސަލައަކީ ކޮބައިބާވައެވެ؟ ބަލަންވާ ވަރަށް ނުބެލެނީ ބާވައެވެ؟
ހަމަ ކަށަވަރުން ވެސް، ރީތިގޮތް ކޮންމެ މީހަކަށް ވެސް ރީތިވާނެއެވެ. ރީތި ތަންތަން ރީތިވާ އުޞޫލުންނެވެ. ހަމަ އެހެންމެ، ސާފުތާހިރުކޮށް ތަންތަން ހުންނަ ނަމަ، އެ ލިބޭ ހިތްހަމަޖެހުން، އެތަނެއްގައި އުޅޭ ކޮންމެ މީހަކަށް ވެސް ލިބޭނެއެވެ. އިންޑިޔާއަށް ގޮސްފައި އައިސް، އިންޑިޔާގެ މަގުތަކުގެ މުޑުދާރު ވާހަކަ ދިވެހިން ދައްކާއަޑު އަހަމެވެ. ރީތި ކަމަކަށް، މޮޅުކަމަކަށް ވެގެނެއް ނޫނެވެ. ފޫއްސާއި ނުރުހުމުގެ ރާގުގައެވެ. މި މާލެއަކީ ދުނިޔޭގެ އެތައް މިތަނުން އެތައްބަޔަކު އައިސް ގޮސްވާ ފަސްގަނޑެކެވެ. އެބައިމީހުން އެބައިމީހުންގެ ގައުމަށް ގޮސްފައި، ދިވެހީން އިންޑިޔާގެ ވާހަކަ ދައްކާ އުޞޫލުން، މާލޭގެ ވާހަކަ ދައްކާނަމަ، އެއީ ހަމަ ކޮންމެ ދިވެއްސަކަށް ވެސް ލިބޭ ހުތުރެކެވެ.
އެހެންކަމުން މިފަދަ ކަންކަމާ ދޭތެރޭ ވަރަށް ބޮޑަށް ވިސްނާން އެބަޖެހެއެވެ. ތަރައްޤީއަކީ ހަމަ އެކަނި ލާ އަންނައުނާއި، ގެންގުޅޭ ތަކެތީން ފެންނާންޖެހޭ އެއްޗެއް ނޫނެވެ. ކިޔަވާ އެއްޗަކާއި އުޅޭ ވަޒީފާއިން ފެންނާންޖެހޭ އެއްޗެއް ވެސް ނޫނެވެ. އުޅޭ މާޙައުލާއި، އެ ތަނެއްގައި އުޅޭ އުޅުމާއި މިފަދަ ކޮންމެ ކަމަކުން ވެސް، މިކަންކަން ފެންނާން ޖެހެއެވެ. ސިންގަޕޫރުގެ ރައްޔިތުންގެ އެންމެ ބޮޑު ފަޚުރަކީ އެ ގައުމުގެ ސާފުތާހިރުކަމެވެ. އެގައުމަށް ގޮސްފައި އަންނަ މީހުން ވެސް، އެންމެ ފުރަތަމަ ދައްކާ އެއް ވާހަކައަކީ އެ ގައުމުގެ ސާފުތާހިރުކަމުގެ ވާހަކައެވެ. މި ޝަރަފާއި ފަޚުރު އެޤައުމުގައި ދަމަހައްޓަނީ އެ ގައުމުގެ ރައްޔިތުންނެވެ. އެހެން ބަޔަކު ނޫނެވެ.
